International Health Regulations (IHR) - The IHR provide an overarching legal framework that defines countries’ rights and obligations in handling public health events and emergencies that have the potential to cross borders. They are an instrument of international law that is legally-binding on 196 countries, including the 194 WHO Member States.

Core capacities - The public health capacities required to detect, assess, notify and report events, and respond to public health risks and emergencies of national and international concern. States Parties are required to have these in place throughout their territories pursuant to Articles 5 and 12, and Annex 1A of the IHR (2005) requirements by the year 2012. The thirteen core capacities defined in this document are shown under the IHR core capacity dropdown.

Data are based on self-assessment by the UK.

Scores give the percentage of attributes that have been attained for each core capacity using a standard WHO instrument (questionnaire).

The headline figure for the UK is expressed as an average of all 13 core capacities.

UK data for 2016 and 2017 are available from the World Health Organisation but are not included here as they are not directly comparable with more recent data due to a change in the questionnaire used to collect data.

Data follows the UN specification for this indicator. This indicator has been identified in collaboration with topic experts.
